So here is an idea to make "InternationalCushy" (I gess you're already thinking about it but I'm just trying to help): it could be an english text or XML file to download at CushyCMS.com with all the labels inside, designers will translate and upload on their clients sites FTP. In cushy, the dev team would have to replace all the labels with constants and make cushy detect translation file.
You don't need to provide a translation and localization for each language. Maybe a control panel where users can translate by theirself all the strings used on the interface, the email content to be sent and so on. With this configuration each user could use their own language and you don't have to worry about this issue.

i'm from germany and cushycms is excactly what i'm looking for (and many others here do so too) - but i can't use it cause it's in english (you wouldn't sell it to your customers if it would be in spanish, wouldn't you?). i even would translate it by myself and after that would instantly "pro". :)
